He is the current President of the AES Dominicana group and the AES Dominicana Foundation. He has participated in negotiations on trade agreements such as DR-CAFTA, CARICOM, Central America, and Panama. Likewise, he has postulated before the World Trade Organization in Geneva, Switzerland, before the Committee on Subsidies and Countervailing Measures.
He has a law degree from the Universidad Nacional Pedro Henríquez Ureña (UNPHU). He has a master’s degree in Business, Legal Studies and International Trade and practiced law in the areas of foreign investment, energy and fuels, litigation.
